Start simple and check the fuse. A blown fuse will cause it to stay on.

My '94 Stealth TT has an "ANTI LOCK" warning light
that comes on when the car is started and stays on.
I've tried 10 dealers and a few independent garages
to see if anyone has the device necessary to read the
computer code. Chrysler Canada & Mitsubishi Canada
informed me that this is a dealer issue and were unable
to help.
I believe the '94 models have an OBD1 system, but
an OBD2 plug-in. This hybrid version is a major pain.
Does anyone have any ideas as to how and where to
get this warning code read? I live in Toronto, Ontario.
